Notice of Intention to Pass a By-Law to Adopt the 2025 Budget
TAKE NOTICE that Council of the Corporation of the Town of Grand Valley intends to pass a by-law to adopt the 2025 budget at its meeting to take place on Tuesday, March 25, 2025 at 10:00 a.m. at Town Hall - Council Chambers, 5 Main Street North, Grand Valley.
Reduced Load Restrictions are in effect as of Monday, March 10, 2025
The reduced load restriction period typically occurs between March 1 and May 15th dependent on weather and road conditions.
Further notice will be posted once restrictions are lifted.
Grand Valley, ON –Grand Valley Town Council approved the 2025 Operating Budget, setting in place funding needed for the delivery of all the programs and services provided to the community, as well as the operation of town facilities.
The approved Total Budget came in at $22,067,422, of which $5,227,812 will be levied as property taxes. This results in a residential property tax rate increase of 4.781 per cent, meaning the average home in Grand Valley (assessed value of $500,000) will see an increase of $188.46 for the Town’s portion of their property taxes and Agricultural taxes will increase by $8.29 per $100,000 in assessed value.
Though it changes from year to year, only about 24 per cent of the funding used to deliver programs and services offered by the Town comes from property taxes. The rest comes from a combination of user fees, grants, licences, permits, fines, sales of lands and other assets, and contributions from reserve funds and other levels of government.
“We know times are tough right now and a lot of people are feeling the financial strain,” said Mayor Steve Soloman. “As our town grows, balancing the need for services with the reality of rising costs isn’t easy. We’ve worked very hard to make sure we’re investing in the things that matter most to our community while also planning ahead for the big projects we’ll need in the future. It’s about finding the right balance — keeping our town strong and prepared while putting minimal burden on the taxpayers.”
The approved budget includes funding for several initiatives, including:
Staff presented the proposed budget and a high-level overview of the additions being requested at the January 28 Council meeting. Departmental staff then provided additional details, and Council had the opportunity to ask questions during special budget meetings held on Feb. 25 and March 11. The 2025 Capital Budget was adopted following the Dec. 10, 2024, Council meeting.

Grand Valley Roads closed due to flooding have now reopened with the exception of Concession 12/13 between Sideroad 27/28 and Sideroad 24/25 which remains closed until further notice.
Due to flooding, Ontario Provincial Police - Central Region have issued several key road closures.
Current Road Closures:
Additional road closures may become necessary as water levels continue to rise.

Respect the half-load season on secondary roads. Plan your route accordingly and avoid the closed areas for safety. Please stay vigilant, avoid the affected areas, and stay tuned for further updates. Your safety is our priority!
